From Council Referral Memorandum of October 31, 2003

(Zine - Villaraigosa) authorizing the sale of four squad cars and two motorcycles to the Municipality of Grecia, Costa Rica, at a price of $1.00 each, and that the Council finds that this transfer of surplus equipment fulfills a humanitarian purpose and is of benefit to the City, and that the City is receiving adequate compensation for such equipment; etc.

Humanitarian purpose? Give me a break!

Questions for Councilmen Zine and Villaraigosa:

Aren't there small very, very poor towns in California that could use these items?

Who is paying the shipping cost to get the vehicles to Costa Rica?

A better idea would be for Zine and Villaraigosa to cut some city expenses by turning their city leased cars in and each to use one of the surplus vehicles.

How about giving them to LA City's non-profits, rather than to a foreign country?
